Thunder Bay’s Building an ADU page states that the Additional Dwelling Unit Grant is fully subscribed and that new applications are not being accepted. The page still explains interior, attached, and detached unit forms and the project steps.
Do not include the advertised grant maximum as a source for a new application. The borrower needs committed cash or financing for the full project unless the City later reopens intake and issues an approval.

Completed NOI should include the new tax and utility position rather than gross rent alone. Servicing upgrades and their timing also belong in the construction budget.
